Governance & Ethics Charter

A public integrity framework defining how Caucasus Affairs handles institutional engagement, evidence, sensitive documents, political risk, official-facing communication, and legal boundaries.

The platform is structured to be useful to governments without misrepresentation: clear scope, documented evidence, controlled review, lawful communication, and no unauthorized claim of state authority.

Six Governance Commitments

These commitments make the platform safer for serious review and more credible for official-facing engagement.

No State Impersonation

Caucasus Affairs is an independent platform and does not present itself as a state body, embassy, consulate, or ministry.

Allowed: Independent cooperation platform.
Avoided: Unauthorized government identity or official insignia.

Documented Claims

Institutional roles, correspondence, credentials, and project outputs should be supported by records where possible.

Allowed: Verifiable public and institutional records.
Avoided: Unchecked title inflation or broad unsupported claims.

Anti-Corruption Boundary

Engagement must not involve improper payment, inducement, disguised benefit, or pressure on public officials.

Allowed: Transparent cooperation proposals.
Avoided: Gifts, influence buying, or irregular access.

Confidentiality by Design

Sensitive records are handled through restricted review and must not be published openly or indexed by search engines.

Allowed: Controlled evidence access.
Avoided: Public release of passport, legal, or financial files.

Political Sensitivity

Sensitive field engagements must be described cautiously, without recognition claims or unauthorized diplomatic positioning.

Allowed: Contextual advisory or public-value engagement.
Avoided: Recognition, mandate, or diplomatic status implication.

Limited Pilot First

Governments can review a limited 90-day cooperation pilot before discussing any deeper mandate or formal role.

Allowed: Measurable pilot and final report.
Avoided: Immediate demand for status or title.

These controls help the platform look serious, reviewable, and safe for government communication.

Public records, institutional evidence, and restricted dossiers are separated into A/B/C review categories.

Protocol, verification, and briefing requests are separated to avoid confusion and improve institutional response.

Each major page includes a clear statement that no unauthorized diplomatic, consular, or state status is claimed.

Countries receive targeted notes rather than generic mass appeals, improving seriousness and relevance.

Evidence-Based Reporting

Activities are converted into dated records, participant logs, media files, correspondence notes, and final reports.
